Today, at the Forum of Frontline Cities and Communities, we spoke about rebuilding, development, and the future of our cities. The discussion brought together local authorities, business, and civil society – everyone committed to ensuring that frontline regions remain alive and have a future.
Representing the EBA Kharkiv, we emphasized that, alongside the focus on damaged housing, there must also be attention to damaged business assets. Businesses need a transparent process to document their losses – from real estate to equipment – and receive compensation based on clear and fair rules.
We also advocated for lowering the unified social contribution for employers, as salaries and payroll taxes are a significant part of production costs. These savings could help retain jobs in the most affected regions.
Another point was the need to reduce the military tax back to 1.5% for frontline regions – because there cannot be identical rules for territories living under very different conditions.
And perhaps the most sensitive topic – mobilization – which requires open and constructive dialogue between business and government.
The business community is doing its “homework”: implementing accounting systems, learning the language of finance, and preparing transparent reporting to attract investors and partners.
